One of our kittens is bullying the other kitten and it's not improving months later

We adopted two kittens from the same shelter 5 months ago. They knew each other already and spent a lot of time together, and we were recommended to adopt them as a pair. One is now about 11 months and the other is about 9 months.

The younger one is quite dominant and self-confident while the older one is a lot gentler and more cautious. The younger cat likes to annoy us for any kind of attention, such as scratching the back of the TV and scraping down the wallpaper. She gets a lot of attention from us already but her hunger for it feels limitless some days.

She attacks the older one on a daily basis. Unprovoked attacks that usually end up with her having a mouthful of the other cat's fur, and the other cat shrieking until we separate them. Occasionally she fights back, once or twice she has even won, but mostly she makes it pretty clear that she wants nothing to do with it. The younger cat ignores this and crosses the line over and over again until we put them in separate rooms for a while.

They can be quite friendly together most days too, usually sleeping on our bed together and cleaning each other.

We live in the inner city and the cats don't have outside access. We are working on solving this but it'll like take another 3-5 months. We're wondering if the younger cat just has too much energy for an apartment and will do anything to release it on anything or anybody.

We're wondering if this is normal and if it's likely to improve, or if it's a behavioural issue we need to address more seriously.
