Need opinions on neighbors’ treatment of their dog...

I’ve been going back and forth on what to do about this since technically I don’t think they are breaking any laws, I just personally don’t think it’s right. My neighbors got a pit bull, a beautiful dog, maybe about a year ago. They got her when she was a puppy and she’s fully grown now. I started working from home so I was around all the time and outside a lot as I am a dog owner myself and I realized I have only seen this dog outside maybe one time. I believe they are treating her essentially like an indoor cat except this is a full grown pit stuck in an apartment 24/7. I feel so bad for her. I hear her barking all the time because them taking her out to use the bathroom means taking her out on the porch where I assume they are putting puppy pads down or something. She barks at every noise and anything she sees and just seems so anxious. I imagine she has a lot of pent up energy and gets excited over everything because she’s never really been out in the world. Someone brought this up to them a while back because I am not the only one with concerns and their excuse was that “she’s scared to use the stairs” which is a damn lame excuse. I believe it’s because they never taught her to use them when she was a pup. They acted like there was nothing they could do when really it seems like they just gave up or never really bothered trying in the first place. They live on the second floor. They’re trying to say they couldn’t coax a dog down the stairs ever to go outside and play, even with treats? I just don’t buy it. And even if that was the case, I would figure out a solution other than just never taking her out. At first I thought they were just taking her out onto the porch when she was a small pup and hoped it would change as she grew but it didn’t. I thought maybe the reasoning was that they were trying to hide her from the landlord because they aren’t supposed to have dogs (which by no means makes it right in my book) but that’s not even it because as she is always outside on the porch barking, everyone has to realize by now that they have a dog living there. I believe it just comes down to them not being great pet owners, and I hope there’s not anything worse going on besides neglecting to walk her. My boyfriend went over there months ago and said the inside of their apartment was destroyed; the dog was totally out of control and untrained and tearing apart the furniture etc., again probably due to being cooped up all the time and not being able to properly expend her energy. I just need others to weigh in on this please because it truly bothers me and I don’t know what I should do about it. We used to be friends with these people. And if it is wrong enough that I should try to call animal control or something like that, I would hate for the dog to get taken away and put into a worse situation. I just don’t know what to do. Opinions anyone? Thank you for your time.
