Moving without taking fleas with us??

This is kind of a complicated situation, so please bear with me.

I have been living with my parents over the past year after graduating college, earning some cash and getting my footing before moving out with my partner, and I want to take my cat with me. My family has a lot of pets: 3 cats and 4 dogs, to be exact, that they don't take good care of. I've tried to help with what I can, but I don't make much.

Since they don't take good care of the pets, we had a major flea infestation happen the summer I moved back in. I had no idea they weren't doing flea prevention and found out waaaaaay too late. Things have gotten better since then, but I think the flea problem hasn't completely died down after a year of treating all of the animals with Frontline Plus, since I just found some flea dirt on my bed and a live flea on my cat.

It's worth noting that one of the cats lives solely in our basement. She was a stray that my mom traumatized when catching, and now she refuses to live upstairs with anyone and hides when anyone gets too close. She has been this way for about 10 years now. It is nearly impossible to catch her and treat her with Frontline. She has gone the past six months or so without treatment because we haven't been able to catch her.

I plan to move out soon and take one of the cats with me, but I'm worried about him having fleas and bringing them with us. My parents haven't been helpful when trying to keep the flea problem under control, so I'm not sure what to do regarding preventative measures. Does anyone have any advice?
