Something is biting my 5-6 week old kitten?

I’ve searched all over her for fleas and haven’t found anything even using a flea comb. She’s tiny and has a lot of white on her so I really don’t think it’s fleas, but if it’s not fleas what is it?! And how do I treat it with her being so little? It’s definitely something biting her, you can tell by how she will spaz out and then bite/scratch the area. We got her from a shelter last week and they said she was 5 weeks old so she’s about 6 weeks now. I don’t mind taking her to the vet but I just had her there two days ago and told them she was itchy and they checked her and said she looked fine and was too small for flea meds anyways. The tech suggested buying flea spray and spraying it on a towel and wrapping the kitten in it with her head out for awhile but the vet didn’t think she had fleas. Could it be mites? A skin condition? Tonight is different for some reason and instead of seeing her bite/itch a spot once or twice a day it’s been constant itching and biting herself she is really miserable. She can’t go to sleep because of it. It’s 3am and I’m tempted to stick her in a sink full of water to see if I could drown whatever is on her. I have two other cats that don’t seem to have any issues but we’ve kept them pretty separate.
