Sorry if the title is somewhat confusing, I don't know how to phrase it in short terms.
My residential is built in a stair-like manner, picture the Brasilian fabelas if that helps you, with my house overlooking the houses below, about 4-5m above them. About a week before two cats that were in the roof of my neighbor slipped and fell to the backyard of the house adjacent to the house below mine (If that makes any sense, sorry don't know how to phrase it better) and have been there stuck without being able to get out, due to not being anything they can jump off from to reach the wall.
My mother has been throwing them some food in plastic bags so at least they are still alive and fed, however we haven't been able to give them any water, as it would only get spilled on its way down from my house to the backyard.
I post this so of anyone can give advice or share a similar story on how to get those kittens out of there since it doesn't seem the house is occupied but as far as the residential guards know, it isn't up for sale either and can't contact the owner. I don't want to watch those cats die knowing I could've done something more for them. We are hesitant to contact police or fire department since, well, I don't know how they will react or act.
