I can't get my mom's dog to go for a walk with me. Any advice?

My mom has a big old Bernese Mountain Dog that understandably needs to get some exercise. My mom's been having some recent health issues and I've always enjoyed talking him for walks, so I thought I would help out by talking him for walks, but the problem is that he doesn't want to. The weird thing is that, firstly, we used to go on walks all the time and he noticeably loved it. Secondly, if my mom isn't home and I am dog-sitting, he'll gladly go without any hesitation, but if my mom is home and I take him outside and it's just us two, he will plant his feet and give me this really weird indirect look. I'll sort of tug lightly on the leash or call him forward and he'll just look at me. The big thing that I think is holding him back is my mom. If it's both of us, he will gladly go with zero problem like when I take him if she's not home.

Does anyone have any advice on how to proceed with this? We get along well. When I'm over there he'll follow me around and stay with me so I feel like he likes me, but once we hit the edge of the lawn he just doesn't go. I'm inclined to think, again, that he doesn't want to leave my mom, but she can't really walk him all the time.

I did try treats, thinking maybe I could guide him along, and it would work to the extent that he would move as long as he saw it and then once you gave him the treats, he would just lock up again.
