My cat keeps using the other cat's litter box

My cat Charlie is 7 months old. I adopted her as a young kitten. A few months ago, my roommate moved in with her cat (Luna). The two cats get along fine. Out of nowhere, Charlie stopped using her litter box and only uses Luna's. How can I get her to switch back?

I switched to a litter with a stronger scent, which might be why Charlie switched. I switched back to the litter I used originally but she still isn't using her litter box.

Charlie's litter box is a top-entry with a mat to trap litter so it's much kinder on my small apartment — Luna's litter box is a shallow pan so not only is all the cat poop on display, but litter gets kicked EVERYWHERE the more it's used. It's really gross.

Both myself and my roommate are consistent with cleaning the litter boxes so it's definitely not an issue of it being too dirty — in fact Luna's litter box is usually dirtier than Charlie's... because Charlie's isn't getting used.

I would appreciate any advice!!
