Genuinely curious: why get a pet if you’re just going to keep them outdoors?

My neighbors have this cat and yesterday I came home and he was on my porch. At the time, I didn’t know the cat was my neighbors (it’s my dads home), and I thought he was a stray. The cat wasn’t neutered, seemed to be starving and while he looked healthy, he was shivering and clearly wanted attention.

I sat down and loved on him and eventually went inside and grabbed him a bowl of my cats food. He SCARFED it down in literally seconds. He was so hungry. I ended up giving him another bowl, which he also ate quickly and then kept meowing at me. After this, I called my dad and asked him if this was anyone’s cat and he said it was my neighbors.

At this time, the neighbor came home and the cat got excited and ran back to his house hoping to get indoors. Right as he got up to the door, the owner pushed him out and told him to stay outside — where it was about 30 degrees and rainy and they have no outdoor shelter for the cat.

My question is why on earth get a pet (cat or dog) and force it outside at all hours? It’s clearly bad weather, the cat obviously wanted inside and the owner didn’t care. Nothing makes me more annoyed! Granted, these people have had NUMEROUS animals confiscated by animal control and then go out and buy another on Craigslist.
