My cat attacks one of my dogs, but not the other. Any way to help stop this?

Some background info: The cat is quite possibly an American shorthair, but that isn't known (got the cat as a kitten from a friend whose cat gave birth, his cat was a rescue), the dog that gets attacked is a Havanese pup, and the one that doesn't get hit is a Yorkie-Chihuahua. (Hes also from the kid that gave me the cat, but he wasn't even born when the cat was.)

I got the cat about 2 years ago, so she's about 2 years and 2 months old. The Chorkie dog is about 1 year 3 months, and the Havanese pup is only about 8 months.

Whenever my Havanese pup gets near the porch (where my cat stays most of the time), she swats at him, sometimes with her claws out. What makes it worse is that my brother and sister in law stay on the porch and won't do anything but smack the dog for coming near the porch.

I really want this to stop, since my cat will keep attacking unless someone stops her, which ironically is usually my other dog, who goes for the cat when she attacks the Havanese pup.

I need to note: my cat is not yet fixed, but solely because my brother and sister don't want us to fix her, and my sister is the only one with a license.

Is there any way for me to stop my cat from attacking, or is this it? I don't want to get rid of my cat since she's otherwise really sweet, and I can't get rid of the Havanese and don't want to, hes the nicest sweetest thing.
