Should I report this suspected animal neglect? Don’t want to make it worse. Who should I call?

I have put this off for awhile now. We live in a nice little suburban subdivision, lots of houses close to one another. We have a neighbor that moved in late last summer with a very young husky dog. The dog spends all day and sometimes part of the night crying outside in the fenced in backyard. We live in Florida, so the summers are hot and humid, the winters aren’t severe, and it rains a lot. Since we’ve had cold days and a lot of rain, it cries much more than it has since the really hot summer days. I’m not sure if they ever bring it inside, even when they’re not at work or away.

I’ve interacted with the neighbor once or twice and I’ve seen the dog, it truly is just a really big baby. But it’s fur was a little unhealthy looking - not to the point where you can’t touch it, but noticeably unhealthy and pretty clearly neglected. I just can’t take the crying anymore, I literally hear it any time I’m home all throughout the day.

I don’t know what to do. They don’t physically abuse the dog and the dog looks fed. I’m truly surprised that no other neighbor has complained about it, I’m maybe 3 houses away, and there are 8-10 houses in the proximity, including several closer than me. I don’t want to report it to the police and they take the dog and put it in the pound and it has an awful life there. I don’t feel comfortable confronting them because they obviously see where I live, and if I do end up calling the police later, then that will cause a ton of potential problems. I’ve had bad experiences with this. Plus it’s a husky, they’re very loud and “talkative” dogs - that’s another thing to consider.

What should I do? Who should I call? I don’t want to listen to this dog anxious sit there and cry all the time.
