Kitten won’t use litter box outside of bedroom

Hello,

Need help. Got 2 kittens (siblings)at 8 weeks old last weekend. We kept them in one bedroom for about a week to get them comfortable, then slowly introduced them to rest of the house for an hour or so at a time. One cat uses litter box all the time. He goes out of his way to find one (2 on each floor outside their bedroom, 3 floors). The other one tries to run away from us and then finds a corner even though he can see the litter box and still does his business away from the box. He’s done this 3 times and now we can’t let him out unsupervised. We’ve tried mild scolding, hasn’t worked. We’re using the same litter he uses in his bedroom and still, he won’t go in the box. Is this a developmental thing and will take time? Or are we doing something wrong? Thanks
