Kitten bullies!

Hello! (Backstory) Me and my partner just rescued a 6 week old kitten (m) from the road and brought him home to our apartment. Also occupied by our 3 year old (m) kitty. I made sure the kitten was FIV negative before introducing them. I had the kitten shut in the bedroom for about a week, and would let them sniff each other about once a day until the vet gave me the FIV results. I have given my 3y/o kitty EXTRA attention because I know they can get jealous.

Since I have let the kitten out of the room for a couple hours at a time (I don’t leave them alone together) he’s been constantly nipping at my other cat’s tail. They’ve started running around the house and (hopefully?) play fighting, but every time the kitten jumps at my older cat (he’s relentless, really) my older kitty meows annoyed-like at the kitten. I’ve only heard him hiss once, but he growls and low-meows at him quite often. I haven’t heard any pained noises from the kitten, and honestly he deserves to get batted every once and a while by my older cat. But are they playing or fighting?

TL;DR got a new kitten and he’s relentlessly attacking my older cats tail, minimal growling, mostly meowing and aggressive licking. Are they fighting or playing?
