Looking for advice about a sick cat

Hi. I have 2 tabby cats from the same litter, and one of them has been sick for a while. He's about 11 years old. He has periods of around 3-4 days where he vomits a lot (mostly on an empty stomach) and poops on the floor. You can hear his breathing, and he sneezes mucus every once in a while. It has been confirmed he does not have asthma, but he does definitely have inflammation of his respiratory tract. It sounds to me like allergies, but I've changed the food several times. Sometimes this makes him better for a while, but he always ends up sick again. He has healthy periods as well. In all, he's probably sick about 20-30% of days, and these days are all back-to-back. I have taken him to the vet (2 separate vets) probably around 10 times over the past 3 years. I've changed the food many times, and I've given him many different medication combinations for months at a time, but they all end up making him extremely sick every day (much much sicker than without medication). They always do the exact same tests for the same conditions, and give me medication which makes him sicker. I don't know what to do at this point. The most recent vet said something like "you do what you can", and that I should accept our cat will just remain sick. Our other cat seems perfectly healthy. The vets seem to just be taking advantage of our situation at this point. I feel so bad for my cat, and I really don't want to just accept he will be this way until he dies. I am willing to try something new so long that it is reasonable and safe.
