My cat leaves her two-week old kittens every night for a few hours

Context:

So there's this one cat that has been roaming around my neighborhood for the last 4-5 years. Lately we took her in as she gave birth to two kittens and she's been in my basement ever since. It's really comfy and warm there and she has all the food she needs.

I let her outside two times a day but up until tonight she did not want to go out that much. She returned after half an hour, or 2 hours max at night. However, tonight she went out at 9:30pm (now it:s 1:42am) and I'm worried about the kittens. I live in a really small town in Europe with no veterinary and I can't get her any kitten formula right now. I could maybe order it online but it will take a while to get here. I am aware of emergency kitten formulas and I will use them, but not for too long.

My question is, is this normal cat behavior? I like to think that because she was stray she likes to roam around and maybe she went too far.
