My dad has too many animals and I don't know what to do.

Warning: this will get mildly graphic. My dad has approximately 40+ cats including kittens and dogs including puppies. Space isn't the issue at hand here, he has a decent plot of land in a rural area of Tx, but the needs of the animals are my concern. I know my dad means well and he absolutely loves animals and wants to swoop up and rescue every stray, but over the years that had lead to litters being born, and more animal animal needs breaking his wallet beyond what he is able to provide. He never takes any of the animals for vet visits, it is not uncommon for litters of kittens and puppies to die due to sickness. They are covered in fleas. They are not healthy. Believe me when I say that. So on. It really breaks my heart. I want to do something about this, so this problem doesn't get even more out of control. I wish I could just neuter and spay all the animals and fund food and their medical needs for them, but I can't realistically do that as a poor college student. So, what can I do?
