Neighbor's male cat won't leave my female cat alone

This morning, my cat, who is in heat, went up onto our roof and into our ceiling, and she hasn't gone down since (it's been a whole day). Our neighbor's male cat is on there too, and I'm worried he's gonna get her pregnant and I don't really want to deal with any more kittens. I wouldn't mind if I had the money to support a lot of cats, but I'm just a college student and I'm broke, plus I don't really want to contribute to the overpopulation of cats since there are already too many stray cats/homeless cats in animal shelters. I'm still saving up to get her spayed which is why she isn't spayed yet, but with this whole thing going on I might borrow money from a friend so she can finally get spayed and I wouldn't have to worry about her getting accidentally pregnant anymore. Does anybody have any idea how to make my cat come down from the roof? I tried to get the male cat off of there but he hissed at me, so I backed off because he might get aggressive. I tried to make my cat come down with her toys and food, but I think the male cat brings her food he scavenged on the streets so she doesn't get hungry and come down to search for food. I'm also worried she might actually be injured which makes her incapable of going down, but I have no way to know for sure because I can't really see her as she is inside our ceiling. Please help :( if she gets pregnant, my plan is to get her spayed (while pregnant) and if she ends up giving birth to the kittens, I'd just put them up for adoption.

TL;DR: cat, in heat, stuck inside the ceiling with a neighbor's male cat; I'm worried she's injured/might get accidentally pregnant, need help getting her and other cat down.
