Considering Adopting a Difficult Dog

TLDR: Advice needed. Considering adopting a 1 year old dog who has spent most of his life at a shelter and has been rejoined twice. Seems very skittish and difficult around new people.

I’m considering adopting a dog, after my 16 year old kitty passed away earlier this month. Lonely and need the companionship of a pet.

I found a dog at my local shelter who looks sounds like a good fit but our meeting didn’t go well. He’s a little over one, and has spent most of his home in a shelter. He was adopted and then returned twice. He’s not good with strangers.

I sat in the visit room with him for about 30 minutes hoping he’d start to get comfortable. Unfortunately, he didn’t come near me and looked stressed the entire time. I took him on a walk, which helped a lot, but he was still reluctant to interact. Eventually after giving him some treats, he let me pet him a little bit. He doesn’t appear to be aggressive, but terrified of strangers.

Can anyone offer some advice? I don’t mind putting in the work to help socialization, but I don’t want to overlook some very important red flags. I’ve adopted before, but the transitions to our home have been very easy. Very little training needed and eventually their personalities shined through. I feel this puppy could flourish in a place he was comfortable in, but I’m torn if I’m the right owner. I consider this a lifetime commitment, so if anyone has been in similar situations please share your thoughts.Thanks.
