Can I get my outdoor cat used to being at home all the time?

I live in a safe area so my cat is allowed to go outside but once I'll move out with him to a bigger city he won't have that privelege anymore.

I plan to take him on walks with a harness every day but my therapist (we got off topic and talked about cats lol) says that it might not work out because he was raised as an outdoor cat.

While I don't mind him complaining, he might find a way to run away and go missing or die. I don't want to risk that..

He's really desperate when it comes to being outside, he's even jumping off the windows on the first floor so we need to be carefull, which is something my future roommates may not respect.

Is taking that risk and bringing him with me worth it? I really don't want to leave him behind, he's my baby and I'll already have to leave my birds at home (I doubght anyone would let me rent a flat with two loud, messy and destructive creatures).

I'll take all of my animals back from my mum once I'll get my own place in a safe neighbourhood but it will take years for it to happen..
