Since our neighbour cat was a kitten, she used to stroll into our home and just sleep. At that time, we didn't have a cat either. Last year which was about 2 years after our neighbour cat introduced herself to us, we introduced our neighbourhood to my kitten. All the cats got along great and he has now found his friends, one of which is the neighbour cat who keeps doing home-invasions.
When the neighbour cat is outside, she's really friendly, although she doesn't like to be pet. As fast as she gets inside though, she get's really pissy. She hisses, shows teeth, and when we pick her up to put her outside, she'll even pull her claws out. She has never struck anyone in this house, but she almost tried yesterday when I picked her up.
She lives in a family home just a few doors down the block. We suspect she's being badly cared for as she recently was shaven because of lumps in her hair, due to not brushing. Before she was shaven, we also found lots of fleas in her fur. She's also underweight for her size. For reference, my cat is half her size (which is healthy for him) and he's a tad overweight but they weigh almost the same. I can't call any animal rescue as they don't pursue anything unless I got photographic proof or multiple eye-witnesses, and hell, I haven't even witnessed any abuse or immense neglect myself!
I suspect she's hungry as she always CLEANS the bowls empty when she manages to get to them, no matter if it's like 3 portions of food in them, granted a normal cat eats like half a portion to a whole portion at a time if fed properly. I feel bad for her, but I really can't feed her. It's costly enough to take care of my cat, and another cat would put a strain on our economy.
What can I do? I can't put a deterrent by the door as I don't want to deter my cat. I've been thinking of being a bit more aggressive like instead of picking her up and leaving her outside the door, I'll put her down by the walkway and if she doesn't leave my property, I'll shove her gently with my feet 'till she leaves. I really don't like doing such stuff though, it breaks my heart, so any tips to not go the aggressive route would be great.

Edit: The door has few scratch marks that are barely visible at the moment. If the scratch marks get any worse, like become obviously visible, I'll talk with the other family to get economic compensation. Although that's something I hope it won't come to, so again, any tips to deter her would be great.
