Are my kittens playing or actually fighting?

I'm a first-time kitten owner and adopted a 3 month old neutered male last month. Many suggested I get him a friend as he has pent-up energy and nowhere to put it. So I adopted another neutered male kitten that is 3 months old. Resident kitten is now 4 months.

The two of them fight pretty often but I can't tell if it's playing. The little one will keep meowing like he's in pain and mostly just take the older one's neck biting and ear biting. It really sounds like he's hurting so I try to break it up with loud noises..

The weird thing is the little kitten will run away after he escapes, but once 10 seconds go by, he'll run back to the older one. He almost looks like he always regrets it cause he will hesitate and then it's too late and the older one pounces on him and bites him until he cries.

I found them cuddling in a shared bed this morning, but this behavior is rare and they're usually fighting or just ignoring each other. It's confusing me lol!

Sorry for the long post! Should I be worried or it's normal?
