I can’t tell if my dogs leg is sprung or broken

Ok so my dog fell down the stairs (tripped over my other dog) and hurt her leg. I can’t tell if it’s broken or sprung, and if it needs a vets attention. She’s trying to walk on it, but it hurts her every time. I put her down in my living room chair and she won’t lay on the side that’s hurt. I try and put pressure on it, but she just yelps when I do. Should I just put some ice on it? Or should I bring her to a vet
