Neighbor across the street leaves her dog to roam the streets from 7am-7pm every day

I’ve lived here for about a year and she is the only neighbor I haven’t met as she is always gone. She has a small (maybe 15-20lb) dog and for the last few weeks she has just let her roam the streets while she is gone. The first time I saw her out I was able to pick her up and put her back over the fence thinking a gate was open. I checked all the gates and they were closed. I just shrugged it off and went to work.

Well every day since then the poor dog hides under a car parked in the street waiting for the neighbor to get home and let her inside. The neighbor knows the dog is running free because I’ve seen her come home in the evenings and the dog runs up to her and follows her into the house. It’s a really playful dog and anytime I let my dogs out she runs over to see them.

I’m not bothered with what the dog is doing while she is gone but I’m worried about the dogs health and safety. Our street isn’t that busy but enough cars come by that there is a good chance she is going to get hit one day. Not to mention it’s been extremely hot outside and the dog has no food or water. I put out a water bowl and food dish by my garage before I leave for work so it at least has something.

I really don’t know what to do. I’m a bit hesitant to confront her as I’ve never really met her and don’t want to come off hateful asking her what the hell she is thinking. I don’t want the dog to get picked up and put in a shelter and end up being put down. I really don’t know what to do that would be in the best interest for the dog? Anyone have any ideas???
