If I don't find a solution for my cat, I will have to give him up for adoption and I don't want to...

We rescued a cat 3 months ago, at first, my husband was not very keen on him but then he started to like him. The problem is that he uses his claws and tries to bite a lot. He scratched me and my husband a lot and my husband is a little OCD, so he is really annoyed with this. I have decided that it might be a good idea to give him up for adoption but I really don't want to... My husband gets really upset with the cat and yells at him a lot and gives him time out when he does that. I told him many times to leave him alone and not play with him at all since he is afraid of being scratched. Does anyone know a solution for this? How to prevent a cat from scratching and biting...
