Someone else animal is at my house

This women that I let stay at my house won't pick her turtles up I've given her many opportunities to pick them up, she even agreed to meet me at the police station I waited about 30mins and she never showed up to pick up ALL 7 OF HER TURTLES!!! I Tried being nice about this I contacted animal control and they're going to try and get in touch with her, and are going to tell her if she doesn't pick them up she's going to be charged with animal abandonment. Can I legally drop them off at a shelter or pet store if she's not going to comply? I already have enough pets and do not want turtles
