Sick of Urine, please help

My fiancé and I recently moved into my deceased relative’s house who had a cat living here, I myself also have a cat who is two years old. The cat living here is 16 years old is fixed and urinates EVERYWHERE, prior to moving in here there were several places around the house where he urinated (it was very poorly maintained by my previous relative), so it’s not that new of a behavior, although I eventually got most of it cleaned up and it stopped for a while, but then started back up and he’s now urinated on quite literally everything. I finally decided to move his food and litter bowl into the downstairs bathroom and keep him in there. My cat has been fine throughout all this, she’s very shy so mainly stays in our room, but is free to come and go. Only problem is now the other cat constantly meows and after looking online at different meows I’ve determined it’s a distress signal meow. After a few weeks of this my cat has now started urinating on my papasan chair in our room. I’ve washed it several times removing the smell entirely and yet this continues. I’m not sure what else to do at this point, but I’m fed up with cleaning up urine and considering finding a new home for the other cat, any suggestions would be greatly appreciated.
