Cone of shame dilemma

Howdy

13 days ago my rescue finally got desexed at the ripe age of 13. Since I got him, I noticed he constantly bit and licked at himself (probably phantom feeling of fleas), so of course I got him a cone

He has the type of stitches that dont need removing which is nice. I took the cone off last night and when I woke up today the area was swollen and angry so I jammed it back on.

The problem is that he's depressed with it on and constantly trying to take it off, which is irritating his neck, especially the shaved area from surgery. I cant get him to stop, but the stitches looked so irritated so I cant remove the cone yet. What do I do?
