Teaching cat to be on leash in public

Im trying to teach my cat to be on leash in public but everytime my cat sees a person she quickly finds somewhere to hide. Btw my cat is about 1 year old and ive been walking it the last few months sometimes everyday and it does improve how much she dares but she has not overcome her fear of other people. Any tips or advice of teaching a cat to finally become almost completely tame?
