Trying to find an indoor cat to adopt but no luck

I’ve been looking for cat to adopt but it would have to be indoors since I live in a flat, I keep getting rejected and being told that a garden is needed. My family wants to adopt from a shelter rather than a private seller. I know that places will only allow indoor cats if they are FIV positive or old, but I’ve seen FIV cats being listed in requiring outside access in a secure garden. My neighbours who live below me have a cat that never goes outside, just sits by the window.
