Is this dog being abused?

So basically our neighbor let’s all his dogs run free around his property and sometimes his dogs jump over our fence. This Is it’s really a problem as they are very friendly dogs but today the two dogs that have always been around our property brought another dog with them. And shortly after I met the new dog all three of the dogs started walking to my house and they started eating the trash. So I started yelling at them to go away but what I noticed was that the new dog didn’t run away she just laid down on the floor with her tail wagging. I just though that maybe she was being abused by her owner since she kind of just froze in fear when I yelled at her
