Is my dog lazy or is he depressed?

Hi guys,

I apologize for formatting, I’m on mobile.

I adopted a 5 yr old Shih Tzu from a shelter back in November 2018. We both live in the city in an extremely small apartment. During the day, he sleeps all day and sleeps all night. Like literally all day (I watch him from a baby monitor), and until I come home where he wakes up, plays in short bursts, then goes back to sleep. He gets about 45 mins-1 1/2hrs of walking time outside per day on leash, and spends about an hour at the dog park every other day off leash where he can socialize and stretch his legs.

Now, since he sleeps all day and all night is there maybe something neurologically wrong with him? I’m sure this sounds silly, but I have never ever owned or seen an adult dog sleep 24hrs a day like he does. Am I giving him a good life? I worry he’s sad. Am I exercising him enough? Is it normal for dogs to sleep literally all day and all night?

Tl;dr : dog sleeps all day and all night. Is he possibly depressed? Am I providing him a good life?
