Received a warning from pet shelter trying to surrender a kitten

A close friend asked me to foster her kitten while she was out of the country for a couple of weeks, she ended up having to stay overseas due to unforeseen circumstances.

The kitten was only a couple of months old when I started fostering, so he hasn’t received his vaccines and hasn’t been neutered yet.

I can’t keep him due to my busy schedule, i’m out of the house almost 12 hours daily, and I don’t think its fair for the kitten for me to keep him.

The friend asked me if I could find a good home for the kitten. Posted him on craigslist, several pet adoption websites, and asked friends if they could take him in. No reply for over a month. Decided to fill out an online pet surrender form at my local shelter. They never replied but instead I got a letter sent to my door saying that if I don’t have him vaccinated and neutered and pay his pet license fee, it will result in a judicial process.

What could I possibly do at this point?

Any help would be greatly appreciated, thanks in advance.
