My dog won't stop barking.

Ok so, I have two dogs.

The first we got about a year and a half or so before the second. The first had a barking problem at first, but we worked through it and I think it just stopped with age (She was about one and a half when we got her)

My second dog is named bedford, and he barks just, all the time, and I have no idea what to do.

He barks when he needs to go out, and that is fine, but, then he will just bark at random and never stop.

Even when we try to play with him or give him attention. We can be sitting on the couch or the floor, calling to him, being willing to pet or cuddle him, and he will just back away a few feet and keep barking. This doesn't always happen, he is a big cuddle bug, but, it happens enough on a daily bases.

Giving him a treat or something to chew on will keep him quiet for a little bit, but then he is right back at it. And I don't want to just keep shoving treats at him.

Now you might be thinking "OP, he is bored"
Maybe, but I don't know how to help. He is around 3 years old, and 90% + blind. He see's shadows right in front of his face, but thats it, now, he is otherwise healthy and happy, and will run around the house, even up and down the stairs like a happy idiot, but, he doesn't run around outside really. He doesn't really play with toys, even treat toys that he needs to smell but not see. I can't throw a ball around for him or anything else because even if he can hear it, he won't go chasing after it.

You might be thinking walks, and yes, we do that, weather permitting, at least once a day, and that may keep him quiet for an hour or two, but long term it won't help. And some days its just not a thing that can easily be done. (Due to weather or other things)

Both my dogs have plenty of toys and chew things in the house that they both just ignore.

So I don't know what to do. I LOVE my dogs, i would never give them up, or hurt them in anyway. However, i have started to realize it is affecting my mental health as well. Daily I am just in a bad mood dealing with this incessant barking that I don't know how to stop. I am snapping at people and just bring irate.

Does anyone have any experience dealing with this, or just any helpful advice? Because I am at the end of my rope.
