Dealing with cat who has chronic ear infections

One of my cats Lucy seems to get ear infections multiple times a year. The vet has suggested first not taking them with me to my family's house during the holidays (they live 400 miles away) and had them stay at the vet shelter but she came home with ear infections after that too.

Next the vet suggested that they might be being picky about something with the litter box and to clean it extra good. So I did. Well I already did. Once a day every day. I have two litter boxes right now and two cats and I know that you are suppose to do the +1 thing with litter boxes but I honestly don't know where I would fit a third litter box in my small apartment. And my two cats never had any problems going outside the litter box before or fighting over the litter boxes. So I don't know what to do about that. I am going to try out different litters soon to see if the cat with the reoccurring infections likes some other type of litter better since she likes to scratch the sides of the litter boxes when she has a bowel movement.

Then the vet said it could be a skin and food allergy and put both of my cats on a prescription diet food called hills diet z/d since my other Luna gets ear infections too every once and a while. Omg that stuff is expensive lol. So they have been eating that for around 4 months now but Lucy still gets ear infections. She has had it maybe two times since the food switch so it feels like it's working but can't figure out why she is still getting them. I can't keep affording to bring her to the vet over and over again it's getting kinda expensive and I am currently unemployed right now.

Advice?
