How does a rescued adult dog have single person attachment?

I adopted my dog at 1.5 years old. She has had two owners previously.

I've had her for about 10 months now and she suffers from intense separation anxiety. No other person can ease her worries.

When I adopted her from her previous owner, she never went through any panicked moods/whining. If I let anyone take her anywhere, she loses it.

Her veterinarian says that some dogs develop singular person attachment- but how can she be that kind of dog if she's lived most of her life with two other people?
