My neighbor has abandoned their cat. TW: possible dead kittens
The cat has been outside for 3 months now.
Any time I try to talk to the neighbor, she ignores me. She didn't move, she just simply put the cat outside and stopped taking care of it.
At first I wasn't sure if that was the case. I live in a small city and a lot of people have indoor/outdoor cats, it was summer and warm at the time and I thought that might be what was happening. Specially since she got the cat about a year ago. I didn't agree with it, I mentioned it to our landlord bit I didn't fuck with it.
After awhile and it started to get colder, the cat getting thinner and dirtier and no longer having a collar, I mentioned it to the landlord again. He said she was trying to re-home the cat. Maybe true, but the rehoming never happened.
Another month went by and the cat had clearly gotten pregnant. I mentioned it again to the landlord who just repeated that the neighbor was trying to re-home the cat. At this point I even offered to foster or re-home the cat for her and he said he would contact her and sent me some pictures of the cat.
I offered to do this even though, I myself have a cat that DOES NOT get along with other cats. Meaning this cat would be living in a bathroom until a new home was found, and I wouldn't be able to bring her to the vet as that would get rid of emergency money that I would need if my own cat needed to go to the vet and he is nearing elderly age. (He is 14, he doesn't show any signs of being elderly yet but still I don't want to be unprepared to care for my own cat)
The cat quickly disappeared for about two weeks. And when she returned she was extremely thin and dirty. I started feeding her again, assuming she had given birth I was following her to find her kittens. But she never brought me to them, regardless of the cat seeming to trust me a great deal.
This past week. After about a week of trying to find her kittens and the days getting cold, some even below freezing and now snow on the forecast, I decided to bring her to the humane society. They said they can't take her as the neighbor, despite abandoning her has to bring her in themselves because they haven't moved. And that even if she did they can't take her without her kittens, even though I noted that the kittens were no where to be found.
They told me to bring her back and release her. And I did. I have tried following her on several occasions still and she just beings me to my own doors now, as she now wants to come in, I would too if I were here.
The humane society gave me the number for the SPCA (I had already called the police and they didn't do anything). The SPCA took the report but nothing has happened yet. The cat is clearly cold and dirty. And I just have no idea what the fuck to do.
What do?????
TL;DR the humane society turned the cat away because the neighbor hasn't moved even tho she is clearly abandoned her. She needs to go to the vet but I can't really spare that money or bring her into my house. and the SPCA has yet to do anything. What should I do?
