New cat is eating hair ties etc

Hi, we recently got a new cat (Laszlo), he's approx 11 months old. We got him from my hubby's co-worker who was rehoming him as she was never home. She got him from her vet nurse sister, after he was abandoned and brought into her clinic by someone who found him.

When we picked him up, the co-worker didn't have a bowl but instead some sort of feeding contraption. It had different levels and holes where the cat reaches in to push the dry food down. She said it makes him feel like he's foraging for food, which is in his nature. After that first night where everyone was kept awake by every single bit of food dropping echoing through the house, we got him a regular bowl. He's also only been on dry food and when I tried to introduce some wet food he had the runs pretty bad, so at this point I'm happy to keep him on the dry with plenty of water. I added all this in case it's relevant to his abnormal eating habit.

So he's been eating random stuff on the ground, most commonly hair ties and small toy parts my kids leave around. I find out after he spews and I find the stuff in there. He's an indoor only cat so I'm trying to ensure the floors are clean as possible come night (that's when he's most active and I can't keep an eye on him). I know this can't be healthy, is there any way to deter this? He also eats more food than the recommendation on the pack, I'm constantly topping his bowl up so I feel it's definitely not a case of him being hungry. He's a chunky boy. Thanks for any advice you can offer.

Edit to add: a cpl days before we picked him up, my hubby painted our new internal doors. We caught the cat a few times sitting in front of a door licking it.
