Dropped my dog off for scope/tissue biopsy at 7:30AM - Animal Hospital started procedure at 2:30PM

So - not sure if this is normal or not.

Situation: My dog (Australian Shepherd mix) needs to have a scope for her bladder, where they will look and take a tissue sample of a suspect mass in there.

I was told no food past 8PM last night, and no water past 10, and to bring her in at 7:30AM.

Issue: They didn't start the procedure until 2:30PM, meaning she was in some type of cage/crate for 7 hours, with no food/water since the time i dropped her off.

Is this at all standard?

As you can probably tell, it doesn't seem right to me - but I'd be very interested in hearing from others.
