My neighbors leave their dog outside pretty often. I know it cannot be inside the house except for in the basement due to religious reasons, so I'd like to preface this by saying that I really do not want to be insensitive about their beliefs regarding the issue.
I don't think the dog gets a lot of attention. I can hear her whining from my bedroom all the time, especially when it's cold out. Lately there's been a couple occasions where I've gone over to the edge of their property to pet her and she eventually starts whining and seems a bit anxious. At the same time, she's clearly very excited to be getting attention and if anyone could explain what the whining is I'd be interested to know. The last time I left after petting her she was howling for a while after which broke my heart a little.
I don't want to overstep my bounds and make the dog's situation worse. I don't want to be disruptive to my neighbors or disrespect their religious beliefs, but I also feel bad for this dog. I've thought about texting my neighbor offering to take the dog for walks but she's strong and not very trained so I don't think I could. If anyone has any advice I'd appreciate it.
