2 yr old dog extra jumpy & mouthy when off leash in fenced yard

So our beagle/lab mix is a pretty doofy 2 year old. Scared of things like brushes and boxes. He has always been mouthy but we mostly broke the habit when we’re inside the house (he occasionally gets over excited and tries to nip) when we’re outside if I’m not playing with him with the flirt pole he is crazed. Literally gets this crazed look in his eye and will start jumping on you and biting your hand or arm (or ass if you turn your back to him). It doesn’t seem like an aggression thing, just this overdrive play mode but it makes it so we can’t go out back with him and certainly don’t let the kids out there with him.

My husband and I typical work opposite schedules do he is home alone a very short period of time so he’s often in and out tearing it up in the backyard.

Any thoughts on how best to break the habit without becoming a pin cushion from teeth and nails? The tricks we used inside (giving a toy, turning our backs, etc) don’t seem to work outside.
