Advice about bad pet shops

Hello, I was just wondering if anyone could possibly offer some advice about handling bad pet shops.

I visited the city yesterday and went into 2 pet shops, both of which had terrible housing for their birds. One of the shops had birds (not for sale) on display attached to the roof of the shop in extremely small cages (only 1 stick and no toys). The birds for sale were in slightly larger cages, however there was quite a few birds in the small cages.

I don't want to damage the owners business, but what can I do to encourage better housing?
