At my breaking point with my roommates cat & feeling like a terrible owner with mine.. Please, advice and help is needed :(

My roommates cat (Salem) is just over a year old. He is Siamese and fixed. We moved in together about three months ago, and I made the mistake of not bringing my cat (Lady, who is also Siamese/female) into our home till we were already living here for about a month and a half together... Lady was still living at my sisters place (where I lived before) and she loved it there, so I was in no rush to bring her to my new place straight away.

Salem is a bad cat, period. Or maybe hes just a kitten, idk, but he constantly meows, scratches furniture, knocks things over, and is going crazy almost 24/7. And this was before I brought Lady here as well.

When Lady came home, I read some tutorials online about how to introduce them so I did exactly that. Keep in mind, Lady is 10 years old so she is not a kitten, and 1000x more chill then Salem. They kinda sniffed eachother at first and Lady hissed a little bit because Salem was really curious and wouldnt stop following her around, etc. They even got into a few cat fights but those were quickly broken apart.

Anyways, long story short, I am at my breaking point here and I dont know what to do. I still have Lady's food and water dish kept in my bedroom and Salem's are in the kitchen, so those are separated. He still continues to come into my bedroom and eat Lady's, even when his bowls are filled. Their litter boxes are both in the laundry room, but those have to be kept together because there is really nowhere else I could store them (they have separate litter boxes as well, and they both use their own).

I am not locking Lady in my bedroom all day because I work alot, but everytime I come home she is ALWAYS underneath my bed hiding, and Salem is in the living room greeting me at the door as soon as I get in. Salem doesnt let Lady explore outside my bedroom at all (unless I'm home supervising them) and he just chases her right back into my room if she steps two feet out. He doesn't always attack her, but he will jump on her back and kinda like love bite her around the neck. Love bite, idk? She hates it though :(

It breaks my heart because Lady can barely walk around and majority of the time, shes under my bed. I know I'm not home 24/7 because like I said, I work alot, so I dont know exactly how it is when I'm not here... But I got a good idea that if he doesnt leave her alone majority of the time I DO see what's going on, then he probably doesnt let her come out much.

My roommate also sleeps with her door closed because she cant get a good sleep with it open because Salem is usually doing some dumb shit keeping her up. I sleep with mine closed and I have been bringing Lady in my room at night and whenever I open the door to go to the washroom or let Lady over to the litterbox, THERE he is - sitting & waiting.

What does this sound like? What do I do? Where do I start? :( I need help/advice. Im at my breaking point... I feel like such a terrible owner because I feel like my cat is miserable. I still have my other male cat at my sisters but I'm debating on bringing him here now even because he is the same age as Lady and I dont want him to get terrorized as well. Do you think if I bring him here with Lady then maybe Salem would lay off a little bit?

PLEASE, PLEASE HELP!
