Cat help, not a good match?

2 yrs ago my fiancé and I acquired two female cats Harlow (3yrs) and Sabrina (6yrs) (ages as of 2020). But over the past 2 years we have had two consistent problems. Feeding time and exercise.

They used to be able to graze but after a move and some food competition with another cat Harlow doesn’t graze really anymore but Sabrina has gone back to wanting to do that. This leads to Sabrina eating part of a meal and then wanting to come back to it later and Harlow eating from her puzzle bowl but watching Sabrina and waiting for her to leave her dish so she can go steal her kibbles. Harlow has a puzzle dish to slow her eating to help with weight loss. She is on weight loss food while Sabrina is on sensitive stomach food because we thought she might be throwing up due to food type. I am now almost 100% sure she is gorging because she doesn’t always eat enough when we feed breakfast and dinner. I am getting worn out trying to accommodate her needs while keeping Harlow at bay and trying to make sure one gets enough food while the other doesn’t get too much. I get woken up early by Sabrina scratching at the kibbles door or her whining because she wants food but she didn’t eat it all at breakfast.

Our second problem. Sabrina plays with toys Harlow wants to play with Sabrina. Sabrina doesn’t like that so Harlow just sits and watches the world outside and gets the zoomies while Sabrina is perfectly happy snuggling for most of the day and having some play time at night or no play time at all. Harlow is already overweight and we have a variety of toys for both of them to play with. Her favorites and strings, a rock, the large cat tree we got and catnip. She used to like the laser pointer but hasn’t been into it in the last year. And as soon as we start engaging in play she just wants to sit on the toy and chew it unless it’s on top of say the bed or the couch or the cat tree then she’s engaged for a short bit. Not enough to really be good exercise though. What she really wants is to wrestle and chase Sabrina but Sabrina doesn’t like that. We have harnesses to take them outside and we are working on that but this is still something that we’ve been struggling with.

So at this point do they just not belong together? Should Sabrina be in a home with no other cats and can graze and Harlow with a cat who likes to play and also can eat at scheduled times? We love our cats a lot and have grown attached to them over the past 2 yrs but they have been living together for 3 yrs and just aren’t meshing. I want them to have the best quality of life possible but I am tired. Please advise.
