Our neighbour's cat occasionally sleeps on a box in our garden. I noticed the cat left behind a patch of hair, and when I inspected it, I saw a lot of black and white specks. A cursory Google search revealed that the black specks are probably flea dust, and the white specks might be some sort of egg. I notice that the cat grooms excessively and bites at its fur/paws. I'm not certain whose cat it is, but I have an idea of who he might belong to. What should I do?
