Best way to clean up after elderly cat with incontinence

Hello, I really need some help. My cat is 16 and has a bladder tumor, suspected to be cancer (he has had it for a year and it is stable) which causes him to get UTI's. During this last really bad UTI, he became incontinent, but after the UTI cleared up (after a few rounds of antibiotics), he continued to pee around the house. I can not decide if it is behavioral or if he is actually incontinent now. Either way, he is peeing everywhere (mainly on one of our couches and on the carpet).

I can not be the person living in a house that always smells like cat pee. I am putting puppy pee pads all over out couch, though he already has peed on it already and I can't seem to get it clean. I also have been trying my best to keep up with the carpet spots using my little portable bissel spot cleaner. I also have been trying out nature's miracle enzymatic cat cleaner (this one).

I have increased his litter boxes (all jumbo sized) to 3 boxes. There is practically a box in every room. I also close up all the bedrooms so he can not get into them, which kills me cause he loved sleeping in my bed, but I can't have him peeing in my bed (he already has).

I need advice on how people do this, cause I know it is not uncommon with older cats. I love my cat to death. I have had him since he was 8 weeks old. He grew up with me. But I need a way to clean up after him.
