Anyone successfully dealt with neighborhood barking dogs?

No matter where I've lived there's always been at least one chronic barking dog within audible range that interferes with my ability to live in a peaceful environment. In the past I've personally contacted the owner of some of these dogs and politely informed them of the problem in case they were legit unaware of the barking, never once has this rectified the problem, in fact in almost every case it has caused a rift between that dog owner and myself. Typically I will contact law enforcement to go to the home when the dog is actively barking if it's incessant and it's really a gamble of when they arrive which could take hours by which time the dog could either have stopped barking or is so tired from barking for hours that it's taking a break only to start up later.

Depending on your county the effectiveness of law enforcement can be either immediate or non existent as they have no effective policies to deal with dog owners who refuse to deal with the barking. You would think that it would be as simple as citing them with a fine for disturbing the peace but it often requires the caller to sign a noise complaint which even then requires you to go to court over it which almost defeats the purpose of solving the issue anonymously. On one occasion I did sign a noise complaint and even though I "won," the case the dog owner did not stop the barking entirely and additionally targeted my home with harassment which ranged from popped tires, thrown glass bottles, and other acts of vandalism. It was pretty clear that once you reveal your identity to someone that has grown comfortable with disturbing the peace that they will likely show you the same kind of behavior as revenge.

Besides law enforcement through the police I also utilized code enforcement from the city which was also somewhat effective. The thing was even though they arrived to the home multiple times with the dog actively barking the homeowners were never there, big surprise. That meant that they couldn't contact them directly to issue warnings and wouldn't cite them.

Providing clear evidence of the barking through videos and audio recordings would seem like it would solve the situation entirely but it would still require you to go way out of your way to go to court in a lengthy drawn out process that almost no one has time for. On top of this you could expect the dog owner to retaliate after learning of your identity which I experienced personally.

Overall I feel like the laws surrounding barking dogs are severely lacking often requiring those affected by it to go to unreasonable lengths to see any kind of resolution. I'm sure this varies greatly by where you live and I'm curious to what kind of success others have had in dealing with this problem that seems present in almost every populated area.
