Cat Adoption Interview: Emergency Costs Questions

I live in NYC and was trying to adopt a pair of kittens. I'm a little stuck at the questions around "what would you do if there was a $XX+ vet bill?"

I first told the agency that a $1500 vet bill would be OK, but they are asking about more now, like what happens if there's a $2K/day vet issue.

I am just a little unsure how to proceed. I want to give adopted kittens a healthy, happy life, but I am not the type to be doing cat chemotherapy, and if some major issue came up that cost well over $2K, I don't know what I would do. I want to be honest with the agency. I'd be a great pet owner but

Is it normal for adopters to have a super specific upper limit to vet costs? And for adopting kittens, what is the "right" answer to "what's your vet limit?" If $1500-2000 would be my limit, am I just not in a position to be a pet owner? I had cats all my life growing up and they were happy and healthy and lived long lives. They required vet care of course but there wasn't anything that was over maybe $1000.

Looking for any insight. I hope I'm not a bad person cause my answer to this question isn't "I would pay whatever it takes."
