Does this warrant a vet visit?

Our Australian Shepard is 4 years old. Shes an indoor/outdoor dog. She’s usually a ball of energy. In fact, I can rarely get her to calm down in the house. When I got up for work this morning, I let her out to potty and when she came back in she still seemed tired and ready to go back to bed. Then she did not come running to greet me or my husband when we returned from work, which is unusual but I didn’t think much of it since she sometimes just doesn’t hear us. Tonight though I started to see she is really sluggish. She does not have her full energy and seems to be lying around more. She didn’t drink her water that I put out for her, even when I put it right in front of her. But she has water outside too so she may have drank that. She is also licking her butt a lot to the point the fur is soaked. I have noticed her scooting a time or two over the past couple weeks but it hasn’t been a lot so I figured just an itchy bum. But now looking at it all together I’m wondering if something is wrong.

My husband thinks she is just tired and hot since it is summer time. To be fair, I do tend to be the one to worry and sometimes overreact to things. But I googled it and it says it could be an anal glad issue or all sorts of other horrible, serious things. However, I know sometimes online stuff can make normal things seem like an issue so I’m trying not to be too influenced about what I read online. Money is tight right now so we really don’t need an unexpected vet bill. If she needs it and it will help her then I will absolutely spend the money, no problem. But I don’t want to pay for tests and exams for completely normal behaviors just because I got myself all worked up.

Has anyone experienced these symptoms with their dog? Should I be making an appointment for her? Is this something I need to get her in immediately for? Thanks in advance!
