New housemates have very bored indoor cat

Hello, I’ve just moved into a new house with friends, that have an indoor cat, that is two years old. He has been inside his whole life. I myself have never had a cat as a pet and know very little about them- apart from the friendly strays that were around where I used to live. But from just hanging around this cat, I can tell he is bored, agitated and he is very naughty. He spends most of his time locked in the corridor/stairwell, which has no windows. Whenever I’m home, I let him in my room and he loves sitting looking out into the garden. I can’t help but worry for him that he’d be happier and healthier as an outdoor cat. Previously, my new housemates have lived in high-rise flats, so I can understand why they may have needed to keep him inside. But now we live in a house with a garden. It is totally not my place to tell them how to look after their cat,but I don’t know what to do? I’m considering asking to take him for daily walks on a leash. Can anyone give me any reassurance that indoor cats can be happy, or advice on how to suggest to them he should become an outdoor cat? I’d really appreciate the help! Thank you
