How to keep dog from licking/biting injuries

My 1 year old chocolate lab Whiskey was hurt while hiking and he has some scrapes on the backs of his rear legs. At first I bandaged him at home but I took him to the emergency vet last night because his paws got super swollen and despite being bandaged, and with socks over his feet and a cone on, he got to it and made it worse. I bought an XXL cone from PetSmart but he can still get his back paws around it. The vet didn’t have any larger cones.

If anybody knows where to get larger cones or any alternatives or methods to keep him from making his injuries worse I would be so grateful.

I’m also keeping him sedated which the vet said would help with this but he’s also a very determined dog and I don’t want him to keep making his injury worse, both for his sake and my wallet’s.
