My cat sheds an excessive amount no matter what we do

My cat sheds 24/7, 365 days a year. I can't pet her because I get a huge mess of hair with each stroke, which never seems to lessen after long grooming sessions.

She has short, fine hair but a very dense coat, similar to a chinchilla (if she gets wet, it takes hours to dry in the spots she can't reach). Her fur feels soft and healthy, despite the fact that none of it seems to be attached to her body. She begs me to brush her with the slicker brush every dayand I dobut even after an hour of grooming I'm still getting wads of fur. But her coat doesn't seem to get any thinner nor does she stop shedding; it's as if she has an endless supply of hair under her skin.

Possible reasons? Well, she's an older cat and has kitty arthritis so she doesn't spend a lot of time grooming herself. She has a flea allergy but she still sheds after we give every animal flea medicine. We tried different foods in case she has food allergies, but they didn't seem to help (now shes back on cat chow + the occasional leftover w/d can). She's also had callous/horns on her paw pads for a while, they've never gotten any bigger. Besides arthritis, shedding, and occasional urinary problems (if anyone knows how to stop her from peeing on my clothes, that advice would also be appreciated) she seems pretty normal.

Is there anything else I should try? She's a lover (and a biter) and it makes me sad that I can't pet her with my hands.
